In a significant development for pharmacy education in India, the Pharmacy Council of India (PCI) has officially notified the Education Regulations (ER) 2020 for the Diploma in Pharmacy (D.Pharm) course.
With the introduction of ER 2020, the earlier Education Regulations 1991 (ER 1991) have been withdrawn. However, the PCI clarified that approvals granted under ER 1991 for the 2020–21 academic year will remain valid. The new regulations will apply to admissions beginning in the 2021–22 academic session.
D.Pharm Retained as Minimum Qualification
The notification clearly states that:
“The minimum qualification required for registration as a pharmacist shall be a pass in Diploma in Pharmacy.”
This declaration confirms that the D.Pharm qualification will continue as the basic eligibility for pharmacist registration in India.
In many developed countries, a bachelor’s degree (B.Pharm or Pharm.D) is the minimum requirement for pharmacy practice. However, in India, the diploma qualification remains the foundational entry-level credential for pharmacist registration. The ER 2020 does not specify any time frame for discontinuation of the diploma course, indicating that it will continue in the foreseeable future.
Background: ER 1991 and Earlier Reform Attempts
The earlier ER 1991 was framed in 1987, officially notified in 1991, and implemented from 1992 onwards.
During the late 1990s and early 2000s, academic discussions emerged about elevating the minimum qualification for pharmacist registration from diploma to degree level. A sub-committee formed by the PCI reportedly drafted Education Regulations in 2001 proposing a degree as the minimum qualification. However, those regulations were never formally circulated for public consultation and were not implemented.
Despite periodic demands from academic experts to upgrade the minimum qualification to B.Pharm in order to enhance professional standards and pharmacy practice quality, PCI has chosen to retain the diploma qualification under ER 2020.

However, the detailed syllabus has not yet been officially notified. PCI has indicated that the complete syllabus will be issued separately, allowing institutions sufficient time to adapt to the revised structure.

Commenting on the implementation of ER 2020, PCI President Dr. B. Suresh stated that:

Impact on Institutions and Faculty
The decision brings considerable relief to approximately 2,000 pharmacy institutions across India offering the D.Pharm program.
Faculty members and institutions that were uncertain about the future of the diploma course can now operate with clarity and stability under the new regulatory framework.
